Kyoto University cannot act as joint guarantor for housing lease agreements after February 1, 2017. If it is difficult to find a joint guarantor, please ask a real estate agency if a private guaranty company is available. Comprehensive Renters’ Insurance for Foreign Students Studying in Japan was also abolished at the same time. We strongly recommend that International students should enroll in Kyoto University Co-op’s Personal Liability Insurance for Student (=Gakubai) and Special clause for persons living alone in preparation for the fire/water leakage and the injury to the third party in daily life when then rent the apartment if the real estate agency or house owner accepts.
Kyoto University will continue to act as guarantor for the duration of current lease agreements. However, when you renew the lease contract or move to another apartment after February 1, 2017, it will not be possible to use this housing guaranty system. We advise all students to confirm their current lease agreement and insurance conditions, and follow the necessary procedures. Please refer to the following examples of required procedures:
⇒ If the guarantor companies and insurance described above are both acceptable to the house owner/management company, you may then proceed with the applications for both at Kyoto University Coop Living Shop (Renais shops).
⇒ If the house owner/management company will not accept the guarantor companies or insurance described above, then you must use the guarantor and insurance companies appointed by the house owner/management company.
⇒ If the guarantor companies and insurance described above are both acceptable to the real estate agency/house owner/management company, you may proceed with the applications for the guarantor at the real estate agency and may then proceed with the application for the mutual insurance at the Kyoto University Co-op office.
⇒ If the real estate agency/house owner/management company will not accept the guarantor companies or insurance described above, then you must use the guarantor and insurance companies appointed by the house owner/management company.
⇒ Submit the Kyoto University Guarantor System Cancellation Form to the Kyoto University International Service Office by e-mail (E-mail:firstname.lastname@example.org)
⇒ Visit the International Service Office and complete the procedure to extend the insurance coverage.
Please note that in the following cases, your comprehensive renters’ insurance will become invalid, even though the period of your apartment lease contract has not ended. In such cases, you are required to contact the International Service Office.

Insurance fees may be returned in some cases where the policy holder must move out and cancel their (Comprehensive Renters’ Insurance for foreign students studying in Japan) contract. Bring your rental agreement, insurance paper and bank book (Japan Post [Yu-cho] Bank also accepted) to the International Service Office when receiving the refund. The procedure will take approximately 3 months to process.
