Kyoto City provides simultaneous interpretation services in five languages for its Emergency telephone service for fires, medical emergencies, disasters, etc. The service is available 24 hours a day 365 days a year. If you need to call an ambulance or the fire department, dial 119 and hold the line until an interpreter answers.

Traffic Accidents
  • Call 110 police9 even if the damage seems slight.
  • If there are any injured persons, call 119 (Fire Department) and request an ambulance.
  • Even if there is no external injury, be sure to get a medical examination at a hospital as aftereffects may appear later.
  • Make a note of the other party’s name, address, phone number, age, driver’s license number, license plate number, insurance company and insurance policy number.
  • Get the names, addresses, and phone numbers of any witnesses.

For those who use a bicycle (Bicycle Insurance)

In recent years, accidents caused by bicycles have accounted for about 20% of traffic accidents. In such an accident, bicycle users not only suffer injury but also become perpetrators resulting in deaths and injuries of victims. Also, they may be asked to pay a large amount of compensation. Everyone who uses a bicycle in commuting or going to school in a daily life must understand the bicycle's danger and traffic rules well and prepare for safe driving and respond to the accident.

From April 1, 2018, Kyoto Prefecture and Kyoto City have urged all bicycle users to enroll in commercial insurance or mutual aid insurance to pay any necessary damages compensation in preparation for an accident. When your children ride on a bicycle, it is necessary for parents to have your children enrolled in the insurance. Bicycle insurance compensates for damages in case of injury or death to others while riding a bicycle or compensation for medical expenses incurred in case of injury. If there is any damage insurance already enrolled, please check the compensation contents of that insurance. If personal compensation liability compensation is not included, please consider the personal compensation liability which covers 100,000,000 yen for one accident at maximum.
*For Kyoto University International students If you have enrolled in the Kyoto University CO-OP’s Personal liability insurance, you do not need to enroll in the extra bicycle insurance.
Important points to follow
  • Follow the Japanese Road Traffic Regulations.
  • When purchasing a bicycle, the bicycle registration is required at the shop.
  • Park the bicycle in a fixed place such as a bicycle parking lot. Do not park in front of the store or your neighbors.
  • When you no longer need your bicycle, do not leave it alone and dispose of at your own risk.
  • When assigning to another person, also change the user name of crime prevention registration.

Precaution Against Earthquakes
  • Maintain a clear escape route
  • Arrange the placement of furniture and bolt it down to avoid being injured by falling objects in the event of a sudden natural disaster during sleep.
  • Have an emergency bag prepared, include food, water, portable radio, flashlight, candles, matches, medical kit etc.
  • Find out the public evacuation site for the neighborhood. Elementary schoolyards or gyms are often used.
