Application for change of status of residence and the application form preparation system

Change of Status of Residence

Those holding the status of residence of “Student,” who choose to stay in Japan as paid researchers at Kyoto University must have their current status of residence changed to “Professor” at the immigration office. Applications to change the status of residence should be made as soon as possible. Once the change of status of residence is approved, a new residence card will be issued.

Cases in which the status of residence must be changed:
  • When graduates are employed by a Japanese university as a paid researcher ⇒status of residence must be changed to “Professor”
  • When graduates continue to stay in Japan to seek employment ⇒status of residence must be changed to “Designated Activities”
  • Please contact us if you're not sure which residence status is appropriate for your stay in Japan.
  • Changes in status of residence from “Short-term Stay” to another type of status of residence after entry to Japan are not usually approved without a special reason . In this case, a certificate of eligibility and a brief letter explaining the situation are required.
  • Unless the address indicated in the current Residence Card is Kyoto or Shiga, the application at the Immigration Bureau Kyoto Branch Office is unacceptable. You shall need to go to the Immigration Bureau, Office or Branch office which controls your residing area. In order to apply at the Immigration Bureau Kyoto Branch Office, you must firstly register the place of residence at the local City/Ward Office in Kyoto or Shiga and your new address must be indicated in the back of Residence Card.

[Important] For International Students

The Application Form Preparation System provided by the Kyoto University International Service Office (KUISO) is NOT linked to Kyoto University Management System of International Education and Student Mobility (KUIESM), the system which manages the current enrollment status of international students.

  • When preparing your application forms, please ask the student affairs office of your faculty/department to submit the “Organization” section of the application via [Function 1] of KUIESM. After the procedure has been completed, you will receive the completed Organization” section.
  • After you have completed the procedures to change your status of residence or extend your stay in Japan at the Immigration Bureau, please be sure to update your details on KUIESM using [Function 2].

“Designated Activities” Status of Residence

When international students will remain in Japan after graduation for any of following reasons, they must change their status of residence to “Designated Activities.”
To seek employment in Japan (categorized as a “student seeking employment”).
When a person holding “Student” or “Designated Activities” status of residence of receives a tentative offer of employment, and wishes to remain in Japan until the employment commences.
When the student has been admitted to a postgraduate course in Japan and wishes to remain in Japan until their enrollment.

”Special Measures” in the immigration laws

If a visa-holding foreign national applies for an extension of their period stay or change of status of residence before the current period of stay expires, and the current period of stay expires while the Immigration Bureau is processing the application, the visa-holder will not be considered to be illegally overstaying because such cases are covered by “special measures” in the Japanese immigration laws.

What are the “special measures” in the immigration laws?

If foreign nationals holding a visa with a period of stay of more than thirty days apply for an extension of stay or change of status of residence prior to the expiration of their current period of stay, they may be able to remain in Japan legally until the application process is completed. They may also be able to continue working part-time jobs during that period, and be eligible for special re-entry permission.

Note:
Applications to extend the period of stay of a visa are accepted from three months prior to the current period’s expiration.
Be sure to confirm your period of stay carefully, and allow sufficient time before its expiry when applying for an extension.
