National Health Insurance

All foreigners residing over three months* in Japan and those who are not employed must enroll the national health insurance. Once enrolled a health insurance card will be issued. The card must be shown whenever treatment is received at a hospital or a clinic. Card holders only need to pay 30 % of medical expenses.
*You may enroll the insurance although your length of stay is three months (except for those with a temporary visitor visa) Please contact the local City/Ward Office for more details.

Payment of Health Insurance PremiumThe annual premium is paid ten (monthly) installments from June to March.
Calculation of the annual premium is based on the applicant’s previous year’s income in Japan. Once the insurance premium is set, it does not change no matter how many times a policy holder receives medical treatment during the year.
You may pay a premium at the local city/ward office, a bank, a post office and a convenience store.

Kyoto City International Student National Health Insurance Subsidy

A 700 yen per month National Health Insurance subsidy is available for privately financed international students who live in Kyoto City. Applications are accepted every year in September.
Those who forgot or were unable to meet the requirements by September may apply in March the following year – during the secondary application period.
Note that subsidies are not paid out on a monthly basis, but in half-year installments.

Payout schedule

  • September Applications: First payout in January, second payout in July
  • March Applications: July payout only

If you have already submitted the september application, you do not need to apply again.
Additionally, applicants must fulfill ALL of the following conditions to be eligible.

  1. You should* be registered as a member of the National Health Insurance program in Kyoto City for a minimum of 6 consecutive months at the time of application.
  2. You must be a privately financed international student who does not receive Japanese Government scholarships, or any other scholarships of similar value.
  3. You must possess a “College Student” visa.
  4. You must not have any outstanding National Health Insurance payments.
  5. (September Applications) You intend to remain enrolled at Kyoto University beyond October.
    (March Applications) You intend to remain enrolled at Kyoto University beyond April.
  6. You must continuously live in Kyoto city until a subsidy is paid.
* Due to payment schedule, it is possible to register in June and still be eligible to apply for the subsidy in September.

How to Apply

  1. Read the brochure ‘Ryugakusei Kokuho Hojo’ when the registration starts. It is available at your faculty/graduate school office.
  2. Apply at the Kyoto City International Foundation website below.

  3. Download and print out the two files – “Ginkokozafurikomiiraisho (Deposit Request: form 3)” and ” a copy of National Health Insurance card (form 4)”.
  4. Paste a copy of your Japan Post Bank passbook and fill out the necessary information onto the “form 3”. Paste a copy of your National Health Insurance card onto the “form 4”.
  5. Submit the printed out paper of the website, “form 3” and “form 4” to your faculty/graduate school office. Note that the submission deadline may be different at each office.

The subsidy can only be deposited into Japan Post Bank accounts.

IMPORTANT:<br>FOREIGN NATIONALS ARE NOT EXEMPT FROM THE OBLIGATION TO BE COVERED BY A PUBLIC MEDICAL INSURANCE PROGRAM
Foreign nationals residing in Japan for the mid-to long term are required to purchase a Japanese medical insurance policy. All international students with a resident status of 6 months or longer are qualified to join the National Health Insurance program and are highly recommended to do so at the beginning of your stay. For those students who only possess a resident status that is for 3 months, it is still possible to join by attaining a document from Kyoto University certifying your intent to stay for over 3 months.
Residents of Kyoto City may register at the local ward office, and those of Uji City may register at the City Hall. See the “The National Health Insurance Guidebook” for further details.

Medical Insurance for Foreign Nationals

Medical expenses can be costly without insurance. Contact your insurance agency to ask about overseas accident and health coverage. If your insurance policy does not cover overseas medical costs, please enroll in overseas travel accident insurance before or after coming to Japan. We also recommend that you enroll in a policy with emergency reunion coverage, liability insurance and a repatriation service. If it is difficult to enroll in overseas travel accident insurance in your country, some Japanese insurance companies offer policies which can be enrolled in before or after your arrival in Japan. Please be sure to carefully confirm the details of the coverage before you enroll.
